Making client competence visible and connecting it to the city’s service ecosystem
In day-to-day employment services, a recurring challenge is clear: clients often have relevant skills and experience, but these are not easily identifiable, comparable, or usable in service guidance.
The statutory client information systems currently in use do not sufficiently support this work. For example, clients cannot independently update or refine the information they have provided to authorities—information that experts rely on when identifying suitable job opportunities or service pathways.
This gap led to the Työprofiili+ pilot, implemented in collaboration between Turku Employment Services and NeduAI.
Objective of the Pilot
The objective of the pilot was to test whether AI-assisted functionality could be used to:
- Support clients in articulating and structuring their own competence
- Enable the creation of a structured skills profile even without a complete CV
- Improve the precision of service and training recommendations
- Integrate the solution into Turku’s existing service ecosystem
A central requirement was that the solution would help jobseekers recognize their skills more broadly and support them in engaging with available job opportunities, including AI-assisted support for CV and application drafting.
Työprofiili+ as Part of Turku Employment Services
In the pilot, Työprofiili+ was implemented as a branded and locally adapted service aligned with Turku Employment Services.
In practice, this included:
- Designing the user journey as part of Turku’s existing service pathways
- Dedicated entry pages introducing core functionality and frequently asked questions in Finnish, Swedish, and English
- Visual UI adaptation so that the service was experienced as part of Turku’s digital offering
- Limiting visible quick actions to those supporting employment and skills development
From the user’s perspective, the service appeared as Turku’s own digital service rather than an external system.
What Was Tested in the Pilot?
The pilot focused on four main areas:
Smart Profiling
Clients independently built their competence profiles with AI guidance.
Independent Profile Creation
Clients were able to describe their skills and experience without direct expert involvement.
Automated Job and Training Matching
AI linked structured competence profiles to open job listings and training opportunities sourced via platforms such as Työmarkkinatori, Jobly, and Opintopolku.
AI-Assisted Presentation of Training Pathways (Q1/2026)
The service provided clients with a coherent and understandable view of possible next steps in learning and upskilling.
Key Observations from the Pilot
Two main observations emerged:
- With appropriate guidance, clients are capable of describing their competence independently and with good quality.AI functioned as support for articulation and structuring, not as an evaluator.
- Structured competence data improved service targeting.When skills were modeled in a structured way, job and service recommendations aligned more closely with client profiles. The pilot also reinforced the insight that once competence is modeled correctly, it can be reused across multiple processes.
From Pilot to Next Steps
The pilot also surfaced new questions:
- How can competence be systematically compared with career goals?
- How can expert work be supported when managing large volumes of profiles?
These insights led to the development of initial versions of:
- Profile Analysis (comparison between competence and career goals)
- AI Assistant Pro (support for expert work within the administrative interface)
These were not part of the original pilot, but their need was clearly identified during it.
Conclusions from the Pilot
From the pilot perspective, Työprofiili+ demonstrated that:
- AI can support clients in articulating their competence
- Branding and deep integration into the local service ecosystem are critical for trust and adoption
- Structured competence data improves the quality of job matching
- The solution can scale without a proportional increase in expert workload
The pilot provided both NeduAI and Turku Employment Services with concrete insight into how digital and AI-assisted services can be integrated in a controlled and responsible manner into public employment services.
